Chasing a 148-run target to win the final, Kandy crossed the line in the final over of the tournament losing 5 wickets.
Kamindu Mendis tope scored with 44 off 37 balls.
Earlier, after opting to bat first, Dambulla made just 147/4 in their allotted 20 overs.
For Dambulla, Dhananjaya de Silva impressed with the bat scoring 40 off 29 balls.
Sadeera Samarawickrama and Kusal Perera also hit 30s but did not have the strike rate to take their side towards 200.
