RIFKA ZIYARD
COLOMBO : H M W C Bandara has been appointed the Commissioner General of Inland Revenue with effect from 04th December 2020.
He joined the Department of Inland Revenue, Sri Lanka in 1987 as an Assessor and has 33 years of vast invaluable work experience. He is an Attorney- at – Law and a Notary Public. He is a member of The Association of Accounting Technicians of Sri Lanka (AAT). He has Bachelor of Commerce from the University of Colombo and a Bachelor of Laws (LLB) from the Open University of Sri Lanka. He has completed Preliminary and Licentiate Examination of the Institute of Chartered Accountants of Sri Lanka (CASL) in 1985.
He was the Additional Project Director and Core Team Member of the RAMIS Project (Revenue Administration Management Information System). He has acquired knowledge in many tax aspects by attending international seminars, workshops & trainings.
His ambition is to be a successful tax administrator who leads the Inland Revenue Department to harness revenue to fund public expenses by proactively implementing quality, efficient and streamlined customer centric services for harnessing taxpayer revenue via voluntary compliance and address tax avoidance of the shadow economy by effectively implementing tax legislation using modern technology and empowering employee engagement, whilst implementing the government fiscal policy for the SME sector.
