COLOMBO :The Chairman of the Election Commission R M A L Rathnayake has announced that using mobile phones, taking photographs, recording videos, being in possession of firearms, smoking, drinking and using other intoxicants at a polling or counting centre or entering a centre under the influence of alcohol or an intoxicant is prohibited.
