COLOMBO : Lt Cdr (Ops) Syed Muhammad Arsalan of Pakistan Navy has been awarded with the GOLDEN OWL AWARD at Defence Services Command and Staff College in Sri Lanka for being the Most Outstanding Foreign Naval Officer during the Graduation Ceremony of Course No 18 held on 12 December.
