Highlights of budget presented by Finance Minister Basil Rajapaksa on Friday November 12

COLOMBO: The minimum period a Member of Parliament must serve to obtain the pension extended from five (5) years to 10 years.

* The construction of new office space for state use will be suspended for two 2 years in order to enhance government saving.

* Telecommunications benefit allocations reduced by 25% and fuel allowances reduced by 5% for government bodies.

* Expenses allocated for electricity are to be reduced by 10% for state bodies in order to encourage the use of renewable energy.

* The retirement age in the Public Sector will be increased to 65 to strengthen the work force, however this will not affect the recruitment of youth to the public sector.

Samurdhi Banks will be restructured and converted to a One-Stop-Shop.

Special Commodity Tax: The Special Commodity Tax proposed by the 2021 Budget, will apply to goods and services from January 2022.

* Expedite the process of establishing islandwide telecommunication coverage and provide Fiber Optic High-Speed Internet to over 10,000 Schools in the country

* All 10,155 schools in the country will be provided with Broadband internet connectivity using Fiber Optic technology.

A new government bill will be tabled to validate equal rights for special needs citizens focusing on the concept of procuring equal opportunities for those with special needs bringing greater equality to the country.

* Strengthen local private pharmaceutical companies to enhance local production of drugs meeting international standards.

* Finance Minister proposes to establish a Three- Wheeler Regulatory Authority.

* The nation will be shifted more towards entrepreneurship over job seekers. To encourage this, the registration fee for startup companies will be removed.

* Land and tax relief will be presented to attract Foreign Investors

* Underutilized lands owned by Sri Lanka Railways will be used for mixed development projects as Public-Private Partnerships.

* Line-Houses will be removed. Rs.500 MN will be allocated for the development of houses for people living in Line-Houses.

* Rs. 3 Mn for every Grama Niladhari Division (14,021) under the Gama Samanga Pilisandarak programme. A total of Rs. 42,053 Mn for this purpose

* Rs 4 billion has been allocated to each electorate for development within the locale, confirming the priority of the government to keep true to the promise of development despite Covid-19 pandemic constraints.

* Micro and Small Businesses need relief and another Rs. 5 BN will be allocated to support for the COVID-19 affected.

* Rs. 400 MN allocated as relief to school student transport service drivers.

* Three-wheeler drivers provided with Rs. 700 MN as as COVID-19 relief

* Featuring a more export oriented Sri Lankan economy, the fisheries industry which has been performing very well and the batiks/handlooms will be concentrated on for exports.

* Rs.1500 MN is allotted for Private Bus Owners to provide as COVID-19 relief.

* Rs.30,000 Mn allocated to rectify the salaries anomalies of Teachers and Principals.This will be in addition to the existing allocation.

* Bond Scam: Rs. 8.5 BN generated by Perpetual Treasuries to be moved to the Treasury.

* The prices of cigarettes will be increased by Rs. 05 per cigarette as their prices have not been increased in three years.

* Rs. 2000 MN allocated for Environment Protection.

* Rs. 2000 MN allocated additionally for Forest Conservation.

* Rs. 2000 MN allocated additionally for Wildlife Conservation.

* In 2022 permanent employment for graduates who are already recruited and Rs.7,600 allocated additionally.

* An additional Rs. 1,000 million to be allocated for the development and construction of fisheries harbours.

* An additional Rs. 1,000 million to be allocated for the development of the livestock sector.

* Another Rs. 5,000 million to be allocated to introduce new agri technology, in addition to the already done allocations through the Appropriation Bill.

* Rs. 4,000 million to be allocated to encourage farmers to use alternatives for highly toxic chemical insecticides and pesticides.

* Consolidated budget of each MP to be increased by Rs. 5 million. Rs. 15 million to be allocated to each Member of Parliament for the development of their respective constituent areas.

* Victims of Political Persecution allocated Rs. 100 MN additionally.

* Rs. 500 MN allocated as a first step to reduce the Pension Anomaly.

* Rs. 500 Mn allocated to develop Buddist temples in rural areas.

* Reparation for Missing Persons -Rs. 300 MN allocated additionally.

* Rs.5,300 MN allocated for rural school development.

* Additional Rs. 5000 Mn allocated for Health and Nursing.

* Additional Rs. 3000 MN allocated for sports development.

* Another Rs. 2000 MN allocated for the development of Irrigation and Protection.

* Another Rs. 2000 MN for vocational training.

* Railways Passenger Transport allotted another Rs. 2000 MN.

* Another Rs. 5000 MN to prevent delays in judicial process and to avoid inefficiencies as well as to move towards the digitization of the judicial process.

* Another Rs. 200 MN allocated for sanitary facilities for prison inmates (Due to increasing numbers in prisons)

* Another Rs. 1000 Mn for facilities for the senior citizens and those with special needs.

* Rs.31,000 Million allocated for home-based economies and welfare, which includes an increase in the pack provision for 24 months for the pregnant women with another Rs. 1000 MN.

* Rs.15,000 MN Relief Pack for Poverty-Stricken Families.

* Home Shop Concept for Women Entrepreneurs in Every Grama Niladhari Division – Rs. 15,000 Mn for over 14,000 Home Shops.

* Rs. 500 MN allocated additionally for Public Service Digitalization.

* 5G Frequencies to be auctioned to generate revenue.
